Restaurant patrons blocking lane

There were plenty of legal spots available, but this person parked right under the No Parking Bike Lane sign.

I was having dinner there that evening and I saw the driver of this car helping and elderly passenger to this car from the retaurant across the street.
Parking in the bike lane is legal to load unload property or passengers.
